" Under (2), the Sanitation and Environmental Services Department supplies one rollout container per service location once the account is opened and the administrative set-up fee is paid; the cart remains city property and is sized to hold one week's municipal solid waste (MSW). Section 17-110(3) lets the director require a household that regularly exceeds 90 gallons in a collection period to make its own disposal arrangements or apply for a second container, which carries its own set-up fee and monthly charge, also set in Appendix A.

The department can confiscate or remove a container it finds unsatisfactory, but only after diligently trying to notify the owner (4), and it is not obligated to collect where adequate containers are not provided (5). Under (6), owners or developers of new residential construction must buy and supply a city-approved rollout container at their own expense as a condition of the building permit; the required fee is paid to the city when the permit is issued, and the container then becomes city property tied to that address (7). Damage from occupant abuse or neglect is billed back to the occupant or owner, while normal wear-and-tear repairs are free.
