East Baton Rouge Parish, LA Trash & Recycling: Collection Schedule (2026)

Sec. 6:414 makes garbage collection in East Baton Rouge Parish an exclusive city-parish function: all garbage, refuse and rubbish generated in the city-parish, or within any legally created garbage district, must be collected, conveyed and disposed of by the city-parish under the director's supervision, and no other person may collect, haul or dispose of it except as the code allows. The metropolitan council and mayor-president can authorize the city-parish to contract that work out to a private hauler, which is exactly what happened under Ordinance No.

18729's curbside solid waste user fee program. Once that contract structure is in place, service is effectively mandatory for residents too: under Sec. 6:460, applying for water service to a residential unit automatically counts as applying for solid waste collection, and all residential water customers are billed and responsible for the user fee whether they use the service or not. Owners of participating multi-family units are billed the same way. If a resident's water service is terminated for nonpayment of the solid waste fee, the director can also cut off the trash collection itself.

Sec. 6:463 closes off any way around the charge: no free service is provided to any residence, building, facility or premises, and every resident pays the fee without exemption or discrimination. Two narrow carve-outs exist under Sec. 6:415 and 6:416: actual producers of garbage may personally haul it to a public dump themselves, and outside collectors may haul garbage over city-parish streets to a public dump, provided both comply with the code and other applicable law.
