A puts the Department of Public Works in charge of dividing the Township into collection sectors and assigning each a pickup date by regulation, rather than freezing a schedule into the ordinance text; residents get their specific day from the Department's published schedule rather than the Code itself. That same subsection gives the Department authority to suspend, restrict or modify collection during ice or snowstorms, high winds or heavy rain, and requires that any service skipped for weather resume on the next regularly scheduled collection day rather than being dropped.

B, and every hauler running a truck on Township streets needs a Department of Public Works permit under § 420-17, renewed annually by June 15 for a July 1 expiration under § 420-18. F(1), because collection is treated as mandatory service for single-family and most residential premises; commercial, industrial, institutional, federal, state, county and school properties are carved out of Township collection entirely under § 420-24 and must arrange private service instead. Failing to meet the article's placement, container or scheduling terms exposes a property to the general Code penalty in § 1-2, up to a $2,000 fine, 90 days in jail, or 90 days of community service.
