Section 86-33(b) requires every resident and occupant of a residence, apartment, or place of business to provide a garbage can or commercial container large enough to hold four days' accumulation of refuse, and to keep it in good condition since it is subject to inspection under § 86-35. The weekly pickup schedule itself is set out in § 86-33(d): residential refuse is collected once per week, program recyclables once per week curbside, and regular yard trash once per week, all as scheduled by the city.

Commercial accounts follow a slightly different rule under § 86-33(e): refuse at multiple-family dwellings billed on a master meter and at places of business is collected a minimum of once per week, and locations generating putrescible waste get at least weekly service as well. The director of public works, or a designee, has authority under § 86-33(g) to determine and schedule the actual pickup dates and frequency city-wide. Section 86-36 separately makes it unlawful to let garbage accumulate on any premises for longer than four days without disposal through the city's collection system, reinforcing the weekly cycle.

Fees for this service are billed monthly on the resident's electric and/or water statement under § 86-39, and are due within 18 days of the statement date; nonpayment can lead to court action to recover the fee. A vacancy credit equal to 50 percent of the collection charge is available under § 86-40 if a residence sits unoccupied for at least 90 days and no more than seven months, but the credit can only be claimed once per calendar year and does not apply when a home is being sold or rented.
