Lakeland, FL Trash & Recycling: Dumpster Rules (2026)

Section 86-37(a) requires a permit from the director of public works before any private hauler may collect or transport refuse, yard trash, or construction and demolition debris on city streets, alleys, or public ways. Permits run for a one-year term, are issued per customer for an entire building or premises, and can be revoked if the director finds, after notice and a hearing opportunity, that the permittee failed to provide timely, efficient or sanitary service or exceeded the scope of its permit. Permittees must carry at least $1,000,000 in combined-limit commercial general liability and auto liability coverage plus $3,000,000 in umbrella liability under subsection (e), and pay a monthly permit fee equal to 15 percent of the prior month's gross revenue from all city-area service charges under subsection (f).

Subsection (h) adds monthly reporting: permittees must file customer names, addresses, account numbers, and dollar amounts collected by the last day of each month, for all accounts within a defined set of Lakeland-area zip codes, and the city's auditors may contact customers directly to confirm compliance under subsection (i). unless the director authorizes otherwise, and require that all collected waste go only to state-approved disposal facilities. Equipment, including roll-off containers, must be conspicuously marked with the hauler's name, and containers must also show tare weight and cubic yard capacity in letters at least two inches tall.

Subsection (l) gives the city a separate, freestanding power: it may restrict the location of any commercial container to ensure public safety and prevent traffic hazards, independent of the permit process itself.
