Appendix A § A7.008(a) sets the residential curbside program: the contractor supplies one 95-gallon refuse cart collected weekly and one 95-gallon recycling cart collected every other week for a base rate of $18.91, with each additional refuse cart costing $9.45 (limited to one extra) and additional recycling carts free (also limited to one extra). A $1.00 annual fee is added to every residential account each March to fund the city's cleanup and waste-collection programs, and curbside pickup covers up to five additional 35-gallon bags or bundles per collection day at no extra charge.

Customers age 65 or older, or who are disabled, and who use only one cart receive a 10 percent discount under § A7.008(a)(2); the discount does not apply if the account uses more than one cart. Commercial and multifamily accounts pay separately under § A7.008(b), starting at $24.80 a week for one hand-pickup cart, with dumpster and roll-off rates scaled by container size and pickup frequency for larger producers. Twice a year the contractor provides six roll-off containers, dumped three times each, at a supervised drop-off site for verified city residents only, accepting refuse, construction material, bulk items, brush, yard waste, and water-based or latex paint, under § A7.008(f).

Section A7.008(e) also lets residents put out two automobile tires per pickup for collection once the disposal charge is prepaid, and § A7.008(g) allows a special, individually negotiated pickup for bulky waste, construction debris and stable matter that does not fit curbside, though the contractor will not collect hazardous waste under any of these provisions.
