030 governs collection of solid waste for the City. Subsection A lets the City run collection directly or contract it out to a person, county or another city, and lets the City provide commercial collection on request; if a commercial property doesn't apply or isn't approved, that establishment must arrange its own compliant collection. 020(E) and (F) go at the curb or alley for collection, other residential solid waste containers go at the curb or alley as near the driveway as possible, and none of it, containers, limbs, yard waste or other permitted solid waste, may be placed out until the regularly scheduled collection day.

Subsection G requires residential containers to be stored on the residential premises, on a site that is well drained and accessible to collection equipment, health personnel and fire inspectors. Subsection E authorizes solid waste collectors under contract with the City to enter private property to collect waste, though they may not enter dwelling units, and subsection H makes the collector responsible for any spillage caused during pickup. 020(C), and containers must be the City-supplied, up-to-96-gallon type.
