Section 213 requires every person who owns, occupies or controls a residence, church or mixed-use property where municipal waste is generated to keep and dispose of that waste under the Borough's rules. Subsection (1)(A) specifies the container itself: waste must be kept in a portable, secure metal, plastic or vinyl can or an undamaged bag, and any can used must be watertight, rodentproof, insect-proof, fitted with handles and a close-fitting lid, hold no more than 35 gallons, and be liftable by one person. Subsection (1)(B) caps volume rather than container type: each residential unit, mixed-use property and church may place no more than four cans and/or bags out at one collection time, not counting bulk items such as furniture or large appliances, which are handled separately as special collections under Section 220 for a Borough Council-set fee.

Subsection (1)(C) requires containers to be kept clean inside and out so no odor nuisance results; the collector tags noncompliant cans and reports them to the Borough Manager, and two or more tagged violations expose the responsible person to the Section 221 penalty. Subsection (1)(D) bars dumpster service entirely for residential, mixed-use or church properties in the municipal system, reserving dumpsters for the commercial and multifamily track under Section 213(2). Section 215 sets the baseline frequency: collection, removal and disposal of municipal waste must happen at least twice each week unless the Borough Manager approves otherwise, and updated schedules are posted at Borough Hall.
