One roll cart is issued per household under the Residential/Small Business Curbside Collection Program, and the annual service fee is billed directly on the Real Property Tax Notice, not as a separate utility bill.
Solid Waste collection service shall be provided under the following conditions: (1) Unincorporated areas of the County; (2) Small Municipalities covered by an IGA for solid waste services, and Residential, Single family homes; (3) Residential, Duplexes, Triplexes, or Quadraplexes; (4) Small/home-based businesses located within residential areas; (5) Ancillary facilities located within residential areas such as recreation centers; (6) Churches that generate small volumes of solid waste; or (7) Other facilities located within residential areas that generate small volumes of solid waste and, in the judgment of the Director of Public Works, would practically benefit from participation in this program.

Full Breakdown
The county's Residential/Small Business Curbside Collection Program covers seven categories of property under Sec. 12-19: unincorporated single-family homes; small municipalities that have signed an Intergovernmental Agreement (IGA) for solid waste service; duplexes, triplexes and quadraplexes; home-based businesses in residential areas; ancillary facilities such as neighborhood recreation centers; churches producing small waste volumes; and other qualifying facilities the Director of Public Works determines would benefit. Apartments (six or more units) are excluded by definition (Sec. 12-2) and must arrange private hauling. New residences pay a prorated Partial Year Fee plus a Roll Cart Fee after the certificate of occupancy is issued (Sec.
12-13); every subsequent year the charge appears automatically on the county's Real Property Tax Notice (Sec. 12-13(c), Sec. 12-15(b)), so there is no separate sign-up or opt-out once a home is built. The Director of Public Works keeps an annual reconciled customer list that sets the billing level, standard curbside, enhanced backyard, disability backyard, or small-business, each carrying its own fee multiplier (Sec. 12-15(a)). County Council reviews and approves the full fee schedule every year during the budget process (Sec. 12-14). Collection is performed by contracted Curbside Collectors under county supervision, and Solid Waste Staff may inspect any cart, pile or bulk item left at the curb for compliance before it is picked up (Sec. 12-18).
Violations & Fines
Leaving a roll cart at curbside beyond the collection day is a separate violation: Sec. 12-67(n) makes it unlawful for a resident or small business to repeatedly leave carts out past the prescribed daily period. Non-compliant piles not brought into full compliance within 15 days of a county notice become an 'Illegal Pile,' treated as illegal dumping and referred to Refuse Control Officers, who may issue warning tickets or citations returnable in Magistrate's Court (Sec. 12-67(f), Sec. 12-2).
