Full Breakdown

Shelby requires every residence to carry solid waste collection service and pay the fee city council sets, even if the owner or occupant never puts a cart out. Curbside pickup runs once a week on a day the public works director assigns, though that day can shift around holidays. The city supplies one rollout cart per house; a second cart has to be bought by the resident and cleared with the sanitation division first. Complexes with six or more units get dumpster service instead of individual carts.

Violations & Fines

Skipping the service doesn't cancel the fee -- unpaid or unaccepted service still gets billed to the property owner. Interfering with a cart set out for city pickup, or hauling away waste the city put out for collection, is a separate offense under Sec. 38-2.
