Chapter 27 of the Code of Ordinances splits large-volume waste service from routine residential pickup. Section 27-21 makes roll-off service, either stationary compactors or open-top metal containers, available to high-volume commercial generators, with the type chosen by the Solid Waste Services Division manager; putrescible waste in those containers must go out at least once a week under state law unless the administrator sets a shorter cycle for public health reasons. Section 27-12 lays out what a commercial occupant must do around that container. New construction must sit its collection containers on a concrete slab meeting specifications on file with the Division, and any exception to that slab requirement needs the manager's sign-off.

Where zoning or another part of the Code requires screening or an enclosure, that screening has to meet the Division's own design specs, not a generic fence. Developments that file a site plan must show the enclosure, gates, collection containers, and the truck's approach and exit routes on that plan; if the site never went through site-plan review, the manager instead assigns a location, weighing the safety of the collection vehicle and the public. Sites must stay clear of overhead obstructions to a height of twenty feet so a roll-off truck can lift the container.

Occupants also have to keep lidded containers closed, cover any container or hauling vehicle used on a City street or alley, and unload waste only at a facility licensed to take it. A container blocked by a parked vehicle simply won't be emptied that day.
