K. Solid Waste, Recycling Collection Areas: All solid waste and recycling collection areas for commercial, industrial and multi-family residential uses: 1. Title 7, the county solid waste ordinance, adds service rules. Section 7-202 requires all commercial and public establishments to have their municipal solid waste collected by an authorized commercial hauler, at a frequency that keeps a public health hazard or nuisance from resulting. Violations & Fines

A failure to meet 12-453 K is a violation of Title 12 and a misdemeanor under section 12-132, punishable by up to six (6) months in the county jail, a fine not exceeding $1,000.00, or both, with each day a separate offense. The Planning Director enforces under 12-130 and can issue a stop work order under 12-133 A. Section 12-454 requires the required improvements to be complete before occupancy.

Does every commercial dumpster in unincorporated Bonner County need a six-foot enclosure?
The enclosure duty in section 12-453 K.2 applies when the receptacles are visible from a street or resident/customer parking area. Those receptacles shall be enclosed on at least three (3) sides by a solid wall or fence at least six feet (6') high, or placed within an enclosed building. K.1 separately requires siting that minimizes visibility from the public.
Can I screen a dumpster with chain-link fencing?
No. Section 12-453 K.2 states that the use of chainlink, plastic or wire fencing is prohibited for the screen. The code says screen fences should be made of masonry, ornamental metal or wood, or some combination of the three (3), so a wood enclosure with a metal gate fits within that language.
Does a single-family home need a dumpster enclosure?
