Campbell County, KY Trash & Recycling: Dumpster Rules (2026)

Section 50.013 requires commercial solid waste to be stored in containers recommended by the Campbell County Solid Waste Management Director and approved by the Campbell County Fiscal Court, or by the relevant city legislative body inside an incorporated area, consistent with the chapter and the adopted solid waste management plan. Containers must be waterproof, leakproof, and covered at all times except when waste is being deposited or removed, and must meet the additional specifications the Fiscal Court adopts under § 50.080, which covers weight limits on combined container-and-contents weight, container identification, sanitation and maintenance, and collection schedules and routes.

Anyone in the business of collecting, transporting, processing or disposing of solid waste inside Campbell County, including a hauler placing or servicing roll-off boxes, needs an annual permit from the county under § 50.060, plus the public liability insurance required by § 50.061 and the annual fee set under § 50.065. The Fiscal Court can suspend a permit under § 50.067 or seek an injunction under § 50.068 against a hauler or generator that will not comply. A dumpster serving a commercial establishment is not exempt from the general storage duty in § 50.010, which requires every business producing solid waste to keep sufficient, adequate containers in good repair.
