Framingham, MA Trash & Recycling: Dumpster Rules (2026)

Framingham Board of Health Regulations § 458-1 sets the placement standard for dumpsters and containers citywide: they must be placed in a location and manner that does not create objectionable conditions or odors, and none may sit within 25 feet of any public way unless the owner has obtained written permission from the Board of Health or its agent. Section 458-2 requires dumpsters be sized to hold the accumulated garbage and rubbish between collections, be constructed of metal or other durable material so they are leakproof and verminproof, and carry suitable, tight-fitting covers.

Maintenance duties fall under § 458-3: dumpsters must be emptied often enough to prevent objectionable conditions, cleaned and deodorized regularly, and kept covered at all times. Responsibility runs to the property owner or the owner's agent under § 458-4, regardless of who actually places or services the container. Chapter 458 was originally adopted by the Board of Health on August 8, 1974, effective October 1, 1974, and its codification was approved February 13, 2024; § 458-5 makes clear these rules sit alongside, and do not replace, the State Sanitary Code's separate health and safety requirements.
