180(e), driveways on one- and two-family residential lots are limited to specific vehicles and items, and construction dumpsters or commercial-type trash bins are one of the few things besides passenger vehicles allowed there. The code treats them as a short-term convenience tied to construction or cleanup, not a standing storage right: subsection (e)(1)(C) caps driveway placement at seven days within any 30-day period. That cap lifts only if the dumpster is required for ongoing construction under a valid building permit, and even then the bin must come off the driveway within five days of final inspection, closing the loophole once the permitted work is done.

The section also fixes where on the driveway the bin can sit: it must be contained wholly within the driveway's boundaries, may not overhang into the public right-of-way or other areas used by the public, and can never block access to the lot or the dwelling itself. 183 otherwise bars nonvehicular equipment, including trash bins, from residential driveways entirely under subsection (e)(2); the seven-day/30-day dumpster allowance is a carve-out from that general prohibition, not a separate permit program.
