Frisco, TX Trash & Recycling: Dumpster Rules (2026)

Chapter 74, Article II of the Frisco Code of Ordinances (§ 74-20, "Commercial properties required enclosure construction") sets the placement and screening standard for every commercial dumpster and recycling container sited after the ordinance's effective date. The trigger is any one of three conditions: a business with 20 or more employees, a commercial property with more than 2,000 square feet of contiguous HVAC space, or a multi-tenant building with centralized refuse collection. Qualifying properties must build at least one singlewide refuse enclosure and one singlewide recycling enclosure, which may be combined into a doublewide or triplewide structure.

Section 74-20(e) sets the residential buffer: 100 feet from any adjacent residential district boundary for a standard enclosure, and 150 feet if the enclosure houses a trash compactor. Section 74-20(f) adds an access standard, a 15-foot inside turning radius on a 30-foot approach, with enclosure gates angled no more than 30 degrees off the collection route centerline so trucks can service the site without backing into a curb. 07 layers on additional siting bars: enclosures can't sit in a required parking or loading space, between a building and the street without Development Services approval, or adjacent to designated open space, and multifamily projects of 30 or more units must add a dedicated recycling enclosure sized for on-site programs. Section 74-22 puts the city manager's office in charge of administering the program, which can withhold a certificate of occupancy from a noncompliant site.
