Full Breakdown

Section 5.2.13 governs outdoor waste, recycling, and compost receptacles other than a residential waste container. Dumpsters and similar receptacles must be enclosed on three sides with a gate on the fourth and, if a dumpster, fitted with a closable lid or cover. Placement is restricted to the rear or side yard, never the front yard, at least 3 feet from the rear or side lot line, and at least 20 feet from any adjacent residential use, unless the Director grants a departure where no other practical location exists. Enclosures must also be built of brick or decorative block matching the main building.

Violations & Fines

Placing a dumpster or waste enclosure in a front yard, too close to a lot line, or within 20 feet of an adjacent residential use without an approved Administrative Departure is a Chapter 61 violation, enforceable by the City Manager under § 5.14.05.
