Section 90-321 of the Wyoming Zoning Ordinance requires 'adequate, properly located and maintained disposal facilities' for all business, industrial and multiple-family districts, and sets separate standards depending on the use. For commercial and industrial properties, subsection (1) requires trash receptacles kept outside a building to sit in the rear yard, away from parking areas and driveways; side-yard placement is allowed only with planning director approval of the location and screening plan. Trash areas must be enclosed by a gated masonry, solid wood or metal fence no taller than six feet, and every dumpster pad must be concrete, though pads in the rear of industrial sites where outdoor storage is already permitted don't need to be fenced.

Subsection (2) governs apartment projects specifically: no tenant may have to walk more than 200 feet from their building entrance to the dumpster, dumpsters must be sized to hold all tenant refuse until collection without overflow, and they must be located or screened so they are not visible from any public street and don't block access to the complex or its parking. Screening can use carport or garage ends, earth berming, shrubbery, pine trees or fencing, subject to planning department approval, and pads must still allow safe access for the servicing truck.
