If a property is found in violation, Sec. 70-8(e) lets the city notify the owner under the Sec. 1-25 notice procedure and, if the owner does not comply, remove the leaves or yard waste after three business days and charge the owner at cost plus 100 percent, based on quarterly hours with a minimum of one hour per lot; unpaid charges can be added to the property's tax roll or become a lien. The city may also publish notice in a newspaper of general circulation in Kent County in lieu of direct notice when appropriate.
