Jacksonville, NC Trash & Recycling: Dumpster Rules (2026)

Section 9-18 requires every commercial front-end collection customer defined in section 9-4 to get collection service through the City of Jacksonville and to use a metal dumpster sized between two and eight cubic yards, a rule that has applied since July 1, 2014. Customers pick the dumpster size and pickup frequency with recommendations from the sanitation division, but must notify the division of both choices for billing and service setup, and the minimum service level is twice-weekly collection. Existing nonmetallic dumpsters may stay in service if kept in good working condition, but any replacement must be a metal dumpster that meets city standards.

All dumpster enclosures and pads must meet the screening and buffer-yard standards the planning department and Unified Development Ordinance set, and dumpsters must sit where mechanical trucks can approach in a straight line, back and turn safely, with clearance from overhead wires. Parked cars or other obstructions cannot block a dumpster; a fully or partially blocked unit will not be serviced, and a return visit after clearing an obstruction costs an extra fee under the adopted fee schedule. No dumpster, roll-off container or compactor may be placed in the public right-of-way without specific city approval.

Grease and oil containers cannot sit in a dumpster corral unless a separate area walled off by steel bollards or similar reinforcement is provided. Owners, managers or occupants of premises where trash accumulates must replace any dumpster that has deteriorated or developed jagged edges within ten days of a condemnation notice from the city. A conviction for violating section 9-18 is a Class 3 misdemeanor carrying a fine of up to five hundred dollars under G.S. § 14-4.
