011 applies broadly: any person, corporation, business, commercial establishment, public or private entity, or residence in Revere that places or maintains a dumpster or compactor for storing, collecting, or disposing of refuse, rubbish, litter, trash, or solid waste must keep it out of public view unless it is fully enclosed. The enclosure has to run on all four vertical sides, using a perimeter enclosure, fence, facade, or screen that restricts both physical and visual access to the unit. The only exemption is for dumpsters and compactors located entirely within the confines of a building that already restricts physical and visual access, which need no separate outdoor enclosure.

Beyond siting, the section sets material standards: every container, compactor, or dumpster used for waste, refuse, garbage, litter, junk, or other rubbish must be watertight and rodent-proof, fitted with tight covers made of metal or other durable, rodent-proof material, and those covers must stay tightly secured at all times while waste awaits final collection.
