City Code § 161-4D governs dumpsters alongside white goods preparation. Subsection (2) requires that all dumpsters used for the deposit of waste meet the approval of the Department of Waste Collection and Disposal, and that they be sized according to the demand of the particular establishment using them, specifically to avoid overflow of the container and the unsanitary condition that overflow creates. That approval requirement applies to any dumpster in the City, not only ones on public property. Subsection (3) adds a second layer for dumpsters placed on public roadways or within the City right-of-way: the placement must be reviewed by both the Utilities Department and the Department of Engineering to confirm it will not inhibit public safety.

Only after both departments sign off does the City issue a dumpster permit, and that permit carries a $25 fee paid to the Finance Department. Practically, a contractor or property owner staging a roll-off dumpster in the street for a renovation or demolition project needs to clear it with Utilities and Engineering before drop-off, not after, since the permit is a condition of lawful placement rather than a courtesy notice. The same Article II of Chapter 161, the City's Mandatory Recycling Law, also requires white goods placed at curbside for pickup to have lockable and latchable doors removed first, a safety step tied to the same subsection that regulates dumpster sizing and approval.
