Whenever a site plan, Certificate of Occupancy, or new solid waste provider account is required, Victoria's UDO governs dumpster placement. Containers must go in the rear yard out of street view (side yard only if the rear is infeasible, with extra screening), stay out of required parking and setback areas, and sit on a paved pad rated for a loaded refuse truck: never on unpaved ground. Trucks must be able to service the container without blocking or backing onto public streets. Enclosures need screening on three sides plus an opaque gate, standing at least one foot above the container, with drains prohibited inside.
