Chapter 8, Section 8 of the Revised Ordinances governs commercial metal containers, defined as large mechanically-emptied refuse containers loaded onto a truck. ; that curfew does not apply to containers servicing primary or secondary schools. Subsection (c) requires every contractor supplying a container in the city to give Inspectional Services the name and address of the person who ordered it, the container's location, and its type; a first offense draws a written warning, but any later violation is a $200 fine per day of violation.

Subsection (d) puts the owner on the hook too, requiring the container be placed so it does not obstruct building egress, block vehicular traffic, or interfere with Fire Department operations during an emergency, and requiring doors and covers stay closed between pickups. Subsection (e) sets the trigger for the Fire Department permit: any owner, lessee, or refuse generator maintaining a container with six cubic yards or more of compacted or uncompacted combustible rubbish, emptied by mechanical assistance, must first obtain a permit from the Fire Chief, valid for one year. Containers delivered and removed within a single business day are exempt from that permit requirement.
