Leominster, MA Trash & Recycling: Dumpster Rules (2026)

Any application for a building permit, special permit or site plan approval in Leominster that involves off-street parking or loading has to include a plan showing dumpster access, location and screening under Section 22-45.1.6. The dumpster has to remain accessible for service twenty-four hours a day, and containers must be free of holes, rust and damage that would create a nuisance or hazard; dumpsters smaller than ten cubic yards additionally need appropriate covers and have to be leak-proof so they do not contaminate groundwater or discharge liquids into storm drains. Every dumpster also has to be properly labeled and marked with contact phone numbers at all times, so code enforcement or the fire department can reach the responsible party without delay.

The Mechanic Street Overlay district (MSO), which covers property within one hundred fifty feet of the Mechanic Street right-of-way between Whitney Street and Seventh Street, layers additional requirements on top of the citywide rule. Section 22-31.5.2 bars dumpsters from being located on the sides of buildings that front onto Mechanic Street at all, unless the planning board finds no other suitable location is reasonably available, and even then the dumpster area has to be developed to minimize its visibility from the street. Wherever a dumpster is allowed in the MSO district, it must be entirely screened by a masonry or solid wooden fence with a gate, or comparable screening, at least six feet tall, a stricter standard than the citywide plan-review requirement in Section 22-45.
