Leominster, MA Trash & Recycling: Illegal Dumping (2026)

Section 14-15 of the Leominster Code of Ordinances, adopted September 13, 1982, prohibits scattering, throwing, or otherwise depositing cans, bottles, paper, peelings, hulls, garbage, trash, or other refuse or litter on a public way, on any way the public has a right to access as invitees, in a park or playground, or on any private land or place without the consent of the owner or person in control of it. Like the open container provision in the same chapter, the dumping ban extends to private land dumped on without the owner's permission, not just streets and public grounds.

c. 40, section 21D as an alternative to filing criminal charges for a section 14-15 violation, with penalties there set at $100 for a first offense, $200 for a second, and $300 for a third or later offense under that noncriminal track. Under the straight criminal-fine track written into section 14-15 itself, the maximum penalty is $300 for each offense of illegal dumping or littering.
