No person shall throw, dump, place, deposit, leave, cause or permit the dumping, depositing, placing, throwing or leaving of litter on any public or private property, unless the property is approved for the disposal of the litter, or the litter is placed into a receptacle installed on the property.C.Leaving Litter.1.No person shall allow filth, dirty water, litter, food residues, furniture, appliances, building materials, clothing, garbage or refuse to remain on the premises owned or occupied by that person or on any public or private property adjacent to such premises. The person promptly shall remove the matter.2.If, after notice, the person fails or refuses to remove the matter as specified in the notice, the Director of Public Works shall cause the work to be done in a suitable manner, and shall certify the cost to the Director of Finance, who promptly shall issue a bill to the owners of the property. If the charges are not paid prior to the issuance of bills for City real property taxes, the Director of Finance shall include the cost upon the tax bill for the property owners, and the cost shall be collected as other City taxes are collected, and constitute a lien upon the subject property.D.Violation. A person who violates this section is guilty of a municipal infraction and is subject to a fine as established by resolution of the City Council. (Ord. O-49-07 § 1, 2007: Ord.
