090 makes it unlawful for any person to place, deposit, or dump, or cause to be placed, deposited, or dumped, solid waste, recyclable materials, organic waste, bulky items, construction and demolition debris, 'or other material of any kind whatsoever' upon any right-of-way, street, thoroughfare, public or private property, or into any discarded materials container without the owner's permission. 080, which separately makes it a public nuisance for an owner or occupant to let solid waste accumulate on their own property to the point it becomes offensive, unsightly, unsafe, or a fire hazard.
