Coeur d'Alene, ID Trash & Recycling: Illegal Dumping (2026)

Section 8.36.130 of the Coeur d'Alene Municipal Code is the City's dumping rule for streets and highways. Subsection A says no vehicle can be driven or moved on any street or highway unless it is so constructed, covered or loaded as to prevent any of its contents or load from dropping, sifting, leaking, blowing, spilling or otherwise escaping. Subsection B reaches anyone who drops, dumps, places, throws or otherwise deposits, or who causes or permits that to happen, any debris, paper, litter, glass bottles, glass, nails, tacks, hooks, cans, barbed wire, boards, trash, garbage, lighted material or other waste substances on any street or highway. The words causes or permits reach the person who allows a dump, not only the person doing it. That person must immediately remove the material or cause it to be removed. The whole section is suspended during the times the Coeur d'Alene city council annually declares a leaf collection or garden waste period.

Section 8.36.100 is the littering rule for other public places. It is unlawful to dispose of, throw away or leave any empty container or other litter on any public park, grounds, parking facility or thoroughfare within the city, but empty containers or litter can be deposited in receptacles provided especially for that purpose. A violation is an infraction. Section 8.36.050 separately bars any pile or deposit of manure, offal, garbage or accumulation of any offensive or nauseous substance within the limits of the municipality, and makes it unlawful to unload or put such substances upon or along any railroad, public thoroughfare or public place. Section 8.36.110 bars scattering or throwing handbills, posters, advertisement fliers, litter or paper on public thoroughfares or public property, or on a vehicle parked there.
