The pickup rules start with the definitions in Coeur d'Alene Municipal Code § 8.04.010. The contractor, meaning the person or entity the city authorizes to run the municipal solid waste collection and removal system, provides a container for each individual level of service. The weight of a container and its contents cannot exceed seventy five pounds. Service is mandatory: every resident or owner within the city is required to use the collection and disposal system the city established, and a resident or owner includes lessees and occupants in control of any premises, residential or commercial, where solid waste is created.

The billing class depends on the building. A residential unit is a dwelling occupied by not more than one family and is treated as occupied when either water or domestic power service is supplied. Duplexes are two separate residential units. All other multi-family dwellings are commercial accounts, and condominium units are billed as residential or commercial depending on whether the water service is single or multiple meters.

The definitions also sort what the container is for. Garbage covers putrescible food waste and dead animals under ten pounds. Bulky waste, such as stoves, refrigerators, washing machines and furniture, means items whose weights or volumes exceed what containers allow. Construction debris, hazardous materials and stable matter are separate classes, and rubbish covers tree trimmings, grass cuttings, leaves, paper and similar material.

The mayor and city council can provide collection by the city or contract with the lowest and best responsible bidder under § 8.04.040, and § 8.04.050 sends all solid waste to the city/county landfill. Rates and supplementary rules are fixed by resolution under § 8.04.080, with three certified copies kept on file in the city clerk's office for public examination.
