Florence County, SC Trash & Recycling: Illegal Dumping (2026)

Florence County Code Section 13-2(a) makes it unlawful for a person, from a vehicle or otherwise, to dump, throw, drop, deposit, discard or otherwise dispose of litter or solid waste on public or private property or waters in the county, including highways, parks, campgrounds, forest land, rivers, streams, lakes, trailer parks, roads, streets or alleys, unless the property is one the county has designated for that purpose and the person is authorized to use it. Section 13-2(b) makes it prima facie evidence of a violation whenever litter or solid waste escapes from a moving vehicle, boat, airplane or other conveyance, and Section 13-2(c) makes mail or paperwork found in dumped material prima facie evidence that the named person did the dumping.

00 fine for a third or subsequent conviction, plus mandatory litter-gathering labor of eight hours for a first offense, 16 for a second, and 24 for a third or later offense that cannot be waived. 00 and up to 100 hours of litter-gathering or community service, and any fine under this section cannot be suspended in whole or in part. The Florence County Environmental Services officer enforces the article alongside the South Carolina Litter Control Act, and cases are tried before a Florence County Magistrate under Section 13-6.
