At the state level, Minnesota Statutes section 609.68 makes it a petty misdemeanor for anyone to unlawfully deposit garbage, rubbish, cigarette filters, fireworks debris, offal, a dead animal, or other litter on public highways, public waters or ice, shoreland, public lands, or, without the owner's consent, private lands or water. Together these provisions prohibit dumping trash in someone else's cart or dumpster, on vacant lots, in parks or rights-of-way, and along roadsides. Residents who witness illegal dumping can report it to the City; chronic site nuisances can also be addressed under the County's solid waste ordinance.
Dumping in a receptacle you don't own or have permission to use, or accumulating off-site-generated waste, is prohibited and may be abated under Code 4-1-5 with costs assessed to the property. Unlawful deposit of litter on public or non-consenting private land is a petty misdemeanor under Minnesota Statutes 609.68.
