At all other times, cans must be stored either within the principal or an accessory structure, or more than five feet from the property line within the side or rear yard. Section 11-18-11 (Waste and Recycling Receptacles and Enclosures) adds detail for detached single-family homes: receptacles not contained within the principal structure are exempt from formal enclosure standards but must be located in side or rear yards, and specifically not on the side of a corner lot or the rear yard of a double-frontage lot that abuts a public right-of-way. All receptacles and enclosures must be kept in good repair, with secure lids and with gates or doorways closed between pickups. These rules mean that, except briefly on pickup day, carts should not be visible at the front of the home or close to the lot line, and corner-lot residents must be careful to keep carts away from the street-facing side. Leaving carts at the curb beyond 24 hours, or storing them within five feet of the property line outside an approved area, is a code violation. On corner and double-frontage lots, placement on the street-side or ROW-abutting yard is prohibited under Code 11-18-11.
