Lakeville, MN Trash & Recycling: Mandatory Organics Recycling (2026)

Section 4-2-8 of the Lakeville City Code, adopted by Ordinance 1038 in December 2020, sets special waste requirements for large event venues with organics, defined as any gathering of at least 300 people that generates at least one ton, or eight cubic yards, of trash per location and produces back-of-house organics such as food-preparation scraps. Event sponsors and the owners and operators of qualifying venues must ensure targeted recyclable materials are actually collected for recycling, not merely gathered with the trash, and must provide a collection schedule and enough containers, covering indoor and outdoor locations, public spaces, private spaces, and communal areas, to meet that standard.

Recycling containers must be co-located within ten feet of trash containers with equal access for attendees, and every trash, recycling, and organics container must be labeled according to Dakota County Ordinance 110's Solid Waste Management labeling standard, Section 16.06, as amended. Materials must reach the right destination: trash goes to a licensed or permitted disposal facility, recyclables to a recycling facility, and any collected organics to food recovery or an organics facility. Sponsors and operators must also deliver documented solid waste abatement messaging to every employee, volunteer, tenant, and housekeeping or custodial contractor at least annually, within thirty days of a substantive change to the waste program, and within thirty days of a new hire. This large-event standard sits alongside the multiple-dwelling recycling duties in Section 4-2-4 and the citywide misdemeanor penalty in Section 4-2-9.
