Lakeville, MN Trash & Recycling: Recycling Requirements (2026)

Section 4-2-4 of the Lakeville City Code makes it unlawful for a residential or multiple-dwelling association or management entity to negotiate, execute, or maintain a mixed municipal solid waste contract unless it includes, either in the same agreement or a separate one, at least weekly collection of targeted recyclable material. Owners and managers of apartment buildings must ensure targeted recyclables are actually collected for recycling, not just picked up, and must supply recycling containers with a weekly service capacity of at least 0.1 cubic yards per dwelling unit.

The collection schedule and container capacity must be sufficient to hold everything generated by the building and its common areas without overflowing, and every trash chute or container must sit within ten feet of a recycling container or chute with equal access for residents. Containers must be labeled according to Dakota County Ordinance 110's Solid Waste Management labeling standard, Section 16.06, as that county rule is amended over time. Owners and managers must also deliver written or electronic waste-abatement messaging to every resident, tenant, employee, and housekeeping or custodial contractor at least once a year, within thirty days of any substantive change to the building's waste program, and within thirty days of a new hire or new tenant moving in.

This section works alongside the citywide mandatory collection contract requirement in Section 4-2-2 and the container rules in Section 4-2-5, and violating it is a misdemeanor under Section 4-2-9.
