Lincoln Municipal Code 8.32.030 makes it unlawful for any person to dump, deposit, or otherwise dispose of any solid waste, hazardous waste, or offensive or obnoxious substance within the city limits or within three miles thereof, on any ground or place other than a public sanitary landfill designated by the City Council. LMC 8.32.180 separately bars causing solid or hazardous waste to flow from, or be thrown or deposited onto, any street, alley, public square, vacant lot, or other place.
