Section 20-51 sits in Article V, Miscellaneous Offenses, of Chapter 20 of the Revised Ordinances of the City of Newton. It bars anyone from placing or depositing, or causing to be placed or deposited, on any street or sidewalk, on any park, playground or other public grounds, or on any other premises without the owner's consent, a long list of materials: noxious substances or liquids, discarded articles or materials, dirt, leaves, grass clippings, tree or shrub trimmings, wood chips, other yard waste, or rubbish or litter of any kind.

The only exception is trash placed in containers set out for collection under Chapter 11 of the Revised Ordinances, the city's separate solid-waste chapter that governs curbside pickup. The rule covers both public property, like sidewalks and parks, and private property belonging to someone else, so dumping yard debris over a neighbor's fence or leaving discarded items on a vacant lot without permission violates the section the same as leaving trash on a public sidewalk does.
