Palm Beach County, FL Trash & Recycling: Illegal Dumping (2026)

Palm Beach County's Waste Control Ordinance bans dumping, burying, or placing any waste, garbage, rubbish, industrial waste, or debris, on land or water anywhere in the county. Violations go before the county's Environmental Control Hearing Board, which can order cleanup or removal at the violator's expense and impose a civil penalty of up to $500 per day for each violation. If penalties go unpaid or a violation threatens health or the environment, the county's environmental control officer can seek an injunction in circuit court. Agricultural waste stored and disposed of on agriculturally zoned land, and consented clean-fill activities with prior notice to the health department, are exempted.
