The city council shall, in adopting a schedule of minimum civil penalties pursuant to section 9-60, provide for a minimum civil penalty for violations of this subsection (5), and may provide for enhanced minimum civil penalties that involve:(a)Any form of litter being placed in or upon storm drains, canal, lakes, or other bodies of water; and(b)Litter in the form of facemasks, face shields, gloves, or other similar personal protective equipment used to prevent disease transmission, irrespective of whether such personal protective equipment is contaminated with any pathogenic substance. ... (10)Unauthorized accumulations. Any unauthorized accumulation of solid waste on any lot, property, premises, public street, alley or other public place of travel is hereby declared to be a public nuisance and is prohibited. Failure to remove and correct any such unauthorized accumulation shall be deemed a violation of this chapter.
