Section 14-21(1) makes it unlawful for any person, firm, or corporation to place or service roll-off containers for collecting and transporting construction and demolition (C&D) debris in the city without first applying for and receiving a non-exclusive franchise, on top of any occupational license otherwise required. Franchises run up to 5 years and all expire September 30, with renewal applications due by that date under Section 14-21(6). 00 (or the prior year's franchise fee, whichever is less) under Section 14-21(8)(d)(2). Once granted, Section 14-21(13) governs placement: a roll-off container may only sit on a property with a valid agreement with the franchisee, and containers are flatly barred from the public right-of-way.

The city can order a container moved or replaced at its discretion if it becomes an unsightly nuisance, a code violation, an environmental threat, or a health and safety hazard. Every unit and vehicle must be marked on both sides with the franchisee's name in letters at least 2 inches tall, visible from the abutting street, per Section 14-21(12). General container design rules in Section 14-6(10) separately require dumpsters to be factory-built steel or aluminum with hinged lids kept closed except during actual collection.
