Section 14-3, titled "Mandatory service," commits the city to collecting solid waste, bulk waste, vegetative waste, and recyclable materials for every single-family dwelling unit and every unit in a 2-family dwelling structure, and to collecting solid waste for every unit in a multi-family dwelling structure. Because the service is mandatory rather than optional, a resident cannot opt out of city collection and hire a private hauler instead for these categories; Section 14-2 separately makes it unlawful to dump or bury solid waste on vacant or occupied land instead of using an approved container collected regularly.

Section 14-3 places financial responsibility for the service squarely on the dwelling unit, specifying that each unit, either individually or through a homeowners' or condominium association where appropriate, is responsible for paying all applicable fees and charges. Those fees flow into the sanitation enterprise fund created by Section 14-12, which pays for collection, disposal, equipment, and facility costs and is funded through fees the city council sets and can modify by resolution, published in the Municipal Facilities and Services User Fee Schedule. Commercial, industrial, and institutional establishments are billed separately under Section 14-12(6) for any collection service they request rather than being swept into the mandatory residential service.
