Sec. 28-1507 sets the baseline prohibition: it is unlawful to park, store, or keep a commercial vehicle, recreational vehicle, boat, or trailer on the pavement or swale of any public street in a residential district, and unlawful for a residential property owner to allow one parked on private property except as otherwise provided. Sec. 28-1509 then carves out the only lawful configurations. A standard passenger vehicle may park in a garage, carport, or approved driveway under subsection (a). An RV, boat, or trailer may be kept in a permitted garage or carport under (b), provided no part projects horizontally past the roofline and, if in a carport, it is screened on 3 sides.

Outside a garage or carport, subsection (c) allows an RV, boat, or boat trailer only in the minimum rear yard, or in the minimum side yard behind the extension of the front roofline, screened from off-premises view by a fence, wall, or hedge built to the Sec. 28-1356 fence standards, with at least 3 feet of separation from the building. Sec. 28-1508 lists narrow exceptions to the Sec. 28-1507 ban: temporary parking during permitted construction with the permit displayed, tradesman deliveries and service calls, emergency parking of a disabled vehicle for up to 24 hours before it must be towed, active loading or unloading for an off-premises trip capped at 24 hours in any 7-day period, and boats docked in a canal or lifted by a permanent hoist. These provisions trace to Ord. No. 419 (1959) with the current parking-location detail added by Ord. No. 5131, Sec. 1, adopted April 13, 2010.
