Section 14-6(2) requires every resident receiving automated solid waste collection to use the roll-out cart issued by the city for all solid waste that can reasonably be contained in it, and bars placing any additional cans or bags outside the cart for collection. Section 14-6(7) sets the exact placement window: carts must be placed off the street but within 3 feet of the curb, edge of pavement, or bike lane, and located a minimum of 3 feet from any obstruction that could interfere with routine collection.

The city supplies the initial cart to each qualifying dwelling unit at no charge under Section 14-6(3); additional carts carry a fee from the Municipal Facilities and Services User Fee Schedule, and every cart issued remains city property. Residents are responsible for keeping their carts clean and in sanitary condition under Section 14-6(5), and cannot alter or improve a cart without the city's prior written consent under Section 14-6(6), which also caps how much weight can go in a cart at the authorized limit. If a cart is damaged through the city's own collection process it is replaced free under Section 14-6(4); damage or loss from customer neglect is billed to the resident for repair or replacement. Section 14-6(9) separately makes it unlawful to dump waste into a cart assigned to someone else without that person's permission.
