Section 10-24(a)(1) sets the placement window for collection day: carts and cans must be aboveground, off the street itself, but within three (3) feet of the curb or edge of pavement, and kept a minimum of three (3) feet from any obstruction, such as parked cars, mailboxes, or low tree limbs, that could interfere with the automated collection truck. Outside of that narrow collection-day window, Section 10-24(a)(5) requires carts to be stored out of view entirely: they may not be kept or maintained on or adjacent to any street, sidewalk, parkway, front yard, or side yard, or any other spot visible from a street or sidewalk in the City, so residents generally need to store carts beside or behind the house, in a garage, or behind screening between pickup days.

The resident bears responsibility for protecting the containers once they are placed for collection, and Section 10-24(a)(2) gives the Director of Public Works authority to inspect and disapprove any customer-supplied garbage can; a container that fails inspection gets a notice attached, handed to the owner or occupant, or left at the residence, and it can no longer be used for City collection once flagged. Multifamily and commercial dumpsters follow a separate access rule under Section 10-25(a)(2), which requires landowners to keep containers unimpeded so the collection driver never has to leave the vehicle to service them.
