Section 10-24(a)(1) sets the residential limit for bulk and vegetative trash left at the curb: no more than three (3) cubic yards per pile, properly processed and set away from parked cars, garbage carts, overhead utility wires, and low-hanging tree limbs so the collection crew can reach it safely. Loose household bulk trash that is not bagged or otherwise processed triggers an automatic mandatory service charge, because Public Works has to clean up the pile after it is serviced rather than simply loading pre-processed materials, and placing bulk trash or vegetation on a vacant lot is flatly prohibited.

The mandatory service charge also applies whenever bulk trash or vegetation is set out on the wrong collection day; Section 10-24(a)(9) has the Public Works Director order the pile removed on observance and adds the charge directly to the resident's water bill. Larger volumes do not qualify as routine bulk trash: Section 10-23 defines a 'special pickup' as residential solid waste, other than construction debris, that exceeds six (6) cubic yards, and those loads must be arranged in advance with a Solid Waste Supervisor for a specific time, place, and date, cannot be set at the curb more than twenty-four (24) hours ahead of that scheduled pickup, and always carry an additional cost beyond the standard service fee. Construction and demolition debris is excluded from bulk trash entirely and instead routes through the roll-off container process in Section 10-26.
