Section 7.05.255(2) makes it unlawful for anyone to dump or deposit refuse, garbage, construction debris, rubbish, yard waste, or litter in any public place, public building, market, sidewalk, street, alley, highway, right-of-way, park, or on private property without the owner's consent.
