Victorville, CA Trash & Recycling: Illegal Dumping (2026)

05 of the Victorville Municipal Code, added by Ordinance 2205 in 2007, declares any vehicle, including its contents, used to illegally dump waste matter to be a public nuisance subject to seizure and forfeiture. 010 defines illegal dumping broadly: dumping or causing waste matter, including garbage, refuse, trash, construction material, furniture, equipment, dirt, soil, rock, or other aggregate or offensive matter, to be deposited on public or private property such as roads, vacant land, rights-of-way, parks, or landfills without the landowner's consent. Anyone who owns, operates, leases, conducts, or maintains property used for that purpose, or their servant, agent, or employee, is guilty of a nuisance under this section.

040 authorizes any Victorville peace officer or city enforcement officer to seize the offending vehicle, either under a court process or, without one, when the seizure is incident to an arrest, a search warrant, or when there's probable cause the vehicle was used to dump illegally. 040(d). 070. 080. 090 also lets an owner negotiate a voluntary settlement, paying the city's administrative and attorney's costs to get the vehicle back instead of losing it outright.
