A person shall not, without the consent of a permit from the public authority having supervision of public property or the consent of the owner of private property, dump or dispose of scrap automotive bodies, tires or parts; construction debris, waste materials, rubbish, yard clippings and similar litter materials upon the public or private property or rights-of-way. ... A person who violates subsection (a) or (b) of this section is responsible for a municipal civil infraction, subject to payment of a civil fine of not less than $250.00 for each violation.
