36, makes it unlawful for a person knowingly, without the consent of the public authority supervising public property or the private owner, to dump, deposit, place, throw or leave litter on public or private property or water outside a designated disposal site or receptacle. The prohibition reaches beyond streets and yards: it expressly covers rights-of-way, bodies of water and watercourses including shoreline and ice, parks, playgrounds, buildings, refuge or conservation and recreation areas, and residential, farm or timber properties.
