Livonia, MI Trash & Recycling: Dumpster Rules (2026)

Livonia folds its commercial dumpster placement standard into the landscaping and screening article of the Zoning Ordinance rather than the general refuse chapter. Section 10.03(8), Garbage, Refuse and Recycling Collection Areas, requires every garbage, refuse and recycling container subject to site plan review to be placed in a sealed container and screened by an enclosure built to specific dimensions: complete screening on three sides of the receptacle, a solid steel or durable fiberglass gate on the fourth side, and an overall enclosure height that is the greater of six feet or one foot taller than the dumpster it hides. The enclosure walls must match the principal building's material and color in texture and quality, so a chain-link or wood-slat corral does not satisfy the section.

The provision expressly overrides the citywide fence height cap found in Chapter 44 of Title 15 of the Livonia Code of Ordinances, meaning a dumpster enclosure can legally exceed the fence ordinance's normal maximum where necessary to fully screen the container. Day-to-day collection and hauling of that waste, including how much a commercial establishment may accumulate before it must arrange private removal, is separately governed by Chapters 13.36 (Municipal Refuse Disposal System) and 13.38 (Solid Waste and Recycling) of the general Code of Ordinances, which the Zoning Ordinance cross-references at Section 8.03. Commercial and industrial property owners must dispose of refuse in excess of volume limits set by the Department of Public Works at their own expense under Section 13.36.280 of that chapter.

Enclosure compliance is checked at site plan review and building permit stages by the Planning Department and Inspection Department; an approved landscape and site plan showing the dumpster pad and enclosure is a prerequisite to permit issuance under Section 10.01.
